C.9. Public Comment On Non Agenda Items
SRTA members are invited to complete blue speaker cards to speak to the board for up to three minutes.  Items not on the agenda are addressed at this time. Items on the agenda are addressed during discussion of the item, using the same blue card.

Speakers are needed at the board meeting to put a face to the messages contained here.  Please commit to attending a board meeting, and speaking to an agenda item that impacts you or your students. Speakers are most impactful when they are composed and reasonable.

E.2. Approval of Personnel Transactions

SRTA is appreciative of our new announced retiree: Michael Hernandez (SRMS). Thank you for your 14 years of service to the students of our district.  We wish you a long and enjoyable retirement!

SRTA acknowledges the resignation of another 9 members with 61 years of service: Amanda Lomeli (CCLA), Michelle Mazzeo (CCLA), Katelyn Keefer (RVMS), Carli Forchini (SRHS), John Hughes (SP Services), Jean-Cassien Arnaud (SRAC), Sherry Brady (HLEH), Natalie Fortier (ABLN), and Kevin McDonald (SRAC). SRTA thanks you for your service to our students and district. We wish you well in your future endeavours. 

SRTA wonders if SRCS has offered exit interviews to any of the 53 SRTA Members who resigned this year to find out why they are choosing to leave our district.

We bid farewell to four classified resignees taking with them 4 years of experience. We thank them for their service to our students and wish them all the best.

SRTA agrees that with the huge increase of high level mental health crisis in the nation, our students and families are struggling and need the support of our district in hiring highly educated, trained, and certified professionals.  By offering low hourly wages and no protections of the occupation with tenure, we fear SRCS will meet the same failures and down falls that the current SAY program has experienced -- the exact reason why the district is letting the SAY program go. 
We recommend hiring Marriage Family Therapists interns who have a Masters in Counseling as certificated members.  

E.9. Adopt Proposed English Language Development Materials for Elementary Schools, K-6 

SRTA appreciates the efforts of Director Aracely Romo-Flores to include teachers from all elementary sites in the decision making process for the Elementary ELD curriculum adoption.

E.10. Adopt Proposed English Language Development Materials for Secondary Schools, 7-12 

Adopting an ELD curriculum with only a month to pilot a program is problematic. At the same time SRTA acknowledges the need for a program to be in place with the upcoming changes to ELD classes at the sites is critical and therefore we support this adoption. In the future we once again ask that SRCS take the time to make long term plans so that the district has time to make sure that the money they are spending is really in the best interests of our students. 

E.11. Approval of the Use of Piggyback Bids/Contracts (CMAS, NASPO, Co-Ops) for the 2019-20 School Year

SRTA appreciates the district’s plans to include additional technology at the site level when adopting new textbooks.

The supporting documents for the Elementary and Secondary SPSAs are 801 and 804 pages respectively, about 70 pages per school.  SRTA encourages members to look at their school’s report to learn more about their site’s goals to better serve their students.

The job description of the SRTA position of TIP TOSA has not been negotiated with reference to hours, days and working conditions.  The job description indicates:
  •  Hours may vary to meet district/school needs.
  •  Some local and out-of-county travel may be required for the purpose of meetings, events and other activities.
  •  May be required to attend evening meetings
These issues are set by our contract, and all new SRTA positions created by SRCS must follow contract agreements.

F.4. (Action) Oral Recommendation Regarding Superintendent Salary and Fringe Benefits; Discussion and Board Vote On Superintendent Employment Agreement

Santa Rosa City Schools has made extraordinary measures to create equity for our students, but not so with income inequality for our staff. They are considering giving the superintendent a 17.5% increase over two years while teachers and site administrators will receive 7%. This is income inequality, and it is disgraceful. If 7% over two years is good enough for teachers and site administrators, it should be good enough for the boss.

In 2018-19,SRCS teacher salaries were 8.6% BELOW the state average (and healthcare was 61.5% below the state average!). The superintendent salary was AT the state average of $200k. 

If this salary increase is ratified, in 2020-21 SRCS teacher salaries are projected to improve to 5.9% BELOW the state average (but not healthcare); the superintendent salary is projected to be  12.9% ABOVE the state average. This while dozens of our classified staff make less than $15 an hour, and Santa Rosa ranks among the five least affordable cities for teachers to live in the US(link). 

A budget is a values statement.  Board members and district officials who support this inequitable salary increase should be ready to field tough questions about why they value the superintendent 2.5 times more than teachers and site administrators both in future salary negotiations and School Board elections. What will they say if SRTA or CSEA asks for a 17.5% raise over two years or an immediate jump to 12.9% over the state average? SRTA and our community will be asking.
