E.2. (Discussion) Return to In Person Learning Update
Summary

Student academics and social emotional well being are a priority.
Students and staff are still being identified as remote or in-person

E.3. (Action) Middle School Boundary Committee Preferred Attendance Map for 2021-2022 School Year
Summary
The Board of Education will consider taking action on the preferred middle school attendance boundary map to re-assign students in the current Lawrence Cook Middle School attendance boundary to Comstock, Slater, or Santa Rosa Middle School.

SRTA thanks our representatives who served on this committee: Kathryn Howell (LCMS), Genevieve Liligren (SRMS), Jaime Hamilton (HSMS), Kathy Shanklin (HCMS), Ola King-Claye (RVMS) and Brian Deller (EAHS). 

Model 5 is recommended by the committee. It aligns to elementary feeder boundaries, and is uncomplicated. 

There is a comment on the slide presentation that says this model will allow Elsie Allen High School to retain more students. That requires some explanation.
There is also some confusion over if this a merger, or just the elimination of Cook, and if a new name is appropriate. Clarification on this would be appreciated.

E.4.  (Action) COVID-19 Safety Plan (CSP) Approval
Summary
The board is asked to approve these living documents for inclusion in the district application for Governor Newsoms “Safe Schools For All” fundings. This plan which is pending legislative approval requires all Local Educational Agencies to develop and submit a COVID-19 Safety Plan (CSP) for In-Person Learning which consists of two parts: the Cal/OSHA COVID-19 Prevention Program (CPP) and the COVID-19 School Guidance Safety Checklist..

These plans were reviewed with SRTA and it was explained that they are living documents and input to changing them is welcome.

E.5. and 6. Public Hearing and Approval of District SRTA Contract Reopeners (Sunshine) for 2021-2022.
Summary
The Board will conduct a legally-required public hearing on the proposed Santa Rosa City Schools District "Sunshine" proposal with Santa Rosa Teachers Association (SRTA) for contract reopeners for 2021-2022. The District looks forward to working collaboratively with SRTA to serve the students of Santa Rosa City Schools.

SRCS Opener Sunshine
 
SRTA understands these to be openers for the full contract that is open, for a period to extend from July 1, 2021 to June 30, 2024. We expect to be actively bargaining specific language by March 1. 


E.7. (Discussion) The Governor’s Proposed 2021/22 Budget
Summary
The Board will receive a report on Governor Newsom's proposed 2021-22 State Budget that was released on January 8, 2021, and how it impacts our district. Of all General Fund Revenues 83% come from the California State Budget, with 11% from the Federal Government, and 6% from Local Sources. 
CA funds based on the State Local Control Funding Formula (LCFF) utilizing four categories of funding. Base Grant - Based on COLA applied to the prior year Base Grant. Grade Span Adjustment Factors - for K-3 10.4% of Base Grant and for 9-12 2.6% of Base Grant. Supplemental Grants - for all Unduplicated Pupil Count Students (English Learners, Foster Youth, and Economic Disadvantages students counted only once) receive an additional 20% of the Base Grant with Grade Span Adjustment. Concentration Grants - if the district ratio is above 55% of total enrollment to all Unduplicated Pupil Count Students (English Learners, Foster Youth, and Economic Disadvantages students counted only once) they will receive an additional 50% of the Base Grant with Grade Span Adjustment.
The current projection for next year's budget is $5.5 million more that was budgeted for and $3.5 million more than was projected at the first interim, and $20.3 million more than projected at third quarter last year.

SRCS does not have a budget process that is focused on meeting the goals set by the board. The three year forecast tends to be extremely conservative. It is interesting to note that SRCS has an obligation to spend 55% of its budget on direct classroom compensation. Two years ago SRCS spent 55.06%. Last year it was 55.02% according to the unaudited actuals. 


E.8. (Action) Jointly-Developed LEA Yearly Parent and Family Engagement Policy
Summary
This Parent Engagement Policy was developed jointly by parents and staff at the December 2020 District Advisory Council (DAC) Meeting to meet the requirements including:
  1. Involve parents and family members in jointly developing the LEA plan 
  2. Provide the support necessary to assist and build the capacity of all participating schools 
  3. Coordinate and integrate parent and family engagement strategies 
  4. Conduct, with the meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness 
  5. Use the findings of such evaluation to design evidence-based strategies for more effective parental involvement 
  6. Involve parents in the activities of the schools served with Title I, Part A funds Conduct an annual evaluation of the content and effectiveness

Highlights of this policy include:
  • SRCS will conduct in-home conferences between parents/guardian
  • SRCS will communicate through Parent Square. SRCS staff will work with parents/guardians to resolve communication barriers.

SRTA is curious about the plans to implement this policy and these goals, as well as the evaluation of the implementation.

BP5126 AR5126 Awards for Achievement
Regulation updated to reinstate the Golden State Seal Merit Diploma.  Codifies presentation of biliteracy awards to students who are English learners upon their reclassification as fluent English proficient. "State Seal of Civic Engagement" addresses awards for students who have demonstrated excellence in civics education and participation and an understanding of the U.S. Constitution, the California Constitution, and the democratic system of government.

A student who has a medical exemption issued prior to January 1, 2020 must be allowed to continue enrollment until the next grade span, except that after July 1, 2021 a student may not be admitted or advanced to grade 7 unless the student has been immunized as required or a medical exemption form has been filed; (3) temporary exemptions cannot exceed one year and all medical exemptions cannot extend beyond the grade span; (4) medical exemptions may be revoked by CDPH if it is determined that the exemption does not meet applicable criteria; (5) a parent/guardian may appeal.

Policy updated to reflect the requirements to work with parents/guardians and family members to jointly develop the district's parent involvement policy and to include strategies for family engagement in the local control and accountability plan (LCAP). Also covers parent involvement with Title I and Title IV.

F.2. Approval of Personnel Transactions
The Board will consider approval of the personnel transactions submitted.

EdJoin shows a total of 59 current postings for 70 job vacancies for SRCS which is 5 more than last month. There are 14 certificated openings (the same as last month), and 1 certificated management opening (1 more than last month). There are 55 current classified openings (4 more than last month), and no classified management positions (the same as last month.) 

 
SRTA welcomes our new hire Cheryl Brooks (HSMS). Welcome back to Linda Archambault (SPSV). We hope you have a long and rewarding career with SRCS. 
 
Forty teachers have agreed to teach during their prep this year. This is predominately to cover high school sections for which we could not hire. These generous folks have willingly taken on teaching a 120% class-load, for which they will be paid 116.67%. 

CSEA has one new hire. Welcome aboard! 
 
There are two classified resignations. We thank them all for their combined six and a half years of service to SRCS students and staff.
 
SRTA members support and appreciate our dedicated classified staff.

F.6.  Approval of LandPaths Contract
Summary
The Board will consider the approval of a contract with LandPaths to provide outdoor education opportunities as part of the In Our Own BackYard (IOOBY) program for cohorts of elementary aged students.
Participating elementary classes will have 4 field trips to various local open spaces. There is one hour of class time to prepare for each field trip. Some accommodations have been made for virtual field trips.

This contract does not specify who is eligible to participate. SRTA wonders how many classes are expected to participate in this program, and how teachers are made aware of the opportunity. 

F.7.  Approval of Contract for Classroom Safety Door Locks
Summary
The Board will consider the award of the bid for the SRCS Classroom Interior Safety Door Lock Hardware Replacement Phase 5 projects. This final phase is for installations at Lincoln, Biella, Brook Hill, Lehman, Hidden Valley, Burbank, Proctor Terrace, Steele Lane, Cook Middle/CCLA, Slater, Elsie Allen, Santa Rosa High, and Santa Rosa French American Charter School.  This project is funded through the Measure I and L Bond Programs.

SRTA has noticed at some sites changes were made to patterns of key access without consulting staff. Things were further complicated by the limited access to keys. This has inhibited collaboration and the ability to be a supportive community. Staff on site should be part of the decision making process for what keys access what areas to avoid such issues.

SRTA appreciates the efforts made to include pertinent information in the SARCS, not just generic links.

There is data included on credential status. The numbers do not equal the total number of teachers in our district. Teachers teaching without full credentials are permitted through intern programs, but this is not best practice. The teaching outside credential area can include teaching courses which do not fit nicely under credentials (like Film Studies and Leadership) but can also be someone teaching a class for which there is a credential that they do not hold. This is also concerning.

I.4.  Summary of District Enrollment for 2020-2021
Summary
 This month's report shows a continued decline in enrollment. Enrolled students taken for the state certified CBEDS report that as of this month SRCS is 363 students below budgeted projections.  Since last month's report we have lost another 14 students

SRTA wonders about efforts to not just report on declining enrollment, but campaigns to attract and retain students.

I.5.  Federal Program Monitoring Update
Summary
The Board will review findings from the 2020/21 Secondary Federal Program Monitoring Review (FPM).
Notification of Findings

SRTA appreciates the transparency of this report. Anyone who reads the findings will be curious to understand how Cook MS and Piner HS were shorted a combined total of $124,466.  The findings state that SRCS did not provide evidence to show that LCMS and Piner High worked with their School Site Councils (SSC) members to conduct and submit an evidence-based evaluation to determine the effectiveness of programs/services funded with Title I funds at each school. There were also issues with SSC elections.

SRTA would like to offer SSC training through CTA to help SSC at every site to follow mandates and work more effectively.

I.6.  SCOE Special Education Reintegration Plan
Summary
Information is provided to  the Board regarding the Special Services notice to the Sonoma County Office of Education (SCOE) to begin a student reintegration plan returning SCOE students to their home SRCS district for service

Policy 17 Program Transfer

The idea of taking back classes currently run by SCOE on our campuses for our students sounds like a no brainer. The level of service to the students should remain the same, and SRCS will save an estimated $350,000 per class. 

Unfortunately, SRCS does not have a success record of luring staff from SCOE, and these high needs classrooms take special people to run them successfully. Right now SRCS has 6 unfilled Special Ed Teaching positions as well as 4 other Special Services certificated openings that we are unable to fill. There are also 14 unfilled open positions for Special Education Assistants. When we are unable to staff appropriately for the students currently in our care, how can we ethically entertain the idea of taking back more students with high needs?
