E.1. (Action) Resolutions To Move Selected Employee Groups To The CalPERS Health ProgramSummary
After years of no direct employer contributions to healthcare, this resolution is the next step in providing adequate coverage for employees. These resolutions clear the way to transition the Santa Rosa Teachers Association and non unionized employees to CalPERS as our Medical Provider effective July 1, 2021. Currently participants can only have HMOs through Kaiser.  This shift will provide employees to choose the structure of their plans as well as provide insurance plan options.

SRTA celebrates the forward progress in improving member healthcare. This is a significant step to improving our ability to attract and retain.

E.2.  (Action) Approval of SPSA and School Site Safety Plans
Summary
Each school presented their Single Plan for Student Achievement (SPSA)  and School Site Safety Plans for the 2020-2021 school year last month. Site funds based on a per pupil formula were also presented. Title 1 funds are specifically to  close the educational achievement gap by targeting students who are economically disadvantaged, students with disabilities, neglected students, migrant students, or English Learners.
Each site has a School Site Council (SSC) including various stakeholders that develop, monitor and formally approve the site SPSA and Safety Plans. 
This item is for the approval of the additional safety plans that are linked in red below.

SRTA recommends members read the SPSA and Safety Plan for their site. These should be guiding documents that all stakeholders are familiar with and participate in regular evaluation and updating. 
SRTA appreciates the addition of the COVID-19 Potential Response to the safety plans. SRTA acknowledges that clarity and consistency of policies and procedures benefits our students.  Further specificity and training on the changes required to our discipline and emergency response plans are necessary before students return to campus. 

E.3. (Discussion) SRCS Individual Graduation Plan Intervention for the Class of 2021
Summary
The district wide graduation rate is  expected to plummet from last year's rate of 86% to 56% for this year's seniors. As a stop gap measure to allow this year’s seniors the benefits of a diploma, the agreement is to allow counselors to utilize flexible unit requirements for earning diplomas so these students can move on to life beyond high school.

E.4. (Action) Return To School Plan 2.0 and the Start of In Person Instruction as Determined by Sonoma County's Tier Assignment
Summary
There has been effort to convene many stakeholders and invite their input into revising this plan. Once Sonoma County reaches the red tier, it must maintain that status for two weeks before SRCS can implement a hybrid return to school buildings. Current infection and hospitalization rates remain in the purple tier.  
SRCS has stated that safeguarding the health and safety of students and staff is of primary concern, and are committed to comply with the State,County Health Department, and CDC guidelines. 
Parts of the plan still need to be ratified by CSEA and SRTA.

SRTA is eager to get back to our campuses with our students. In order to protect the health and safety of our students, we want to make sure we are prepared. Establishing a Dashboard for reopening will create a metric that will track and publicly communicate progress on necessary items allowing a safe return to campuses. The items on this dashboard would be adjustable in scope for single students, small groups, and hybrid cohorts. 

E.5.  (Action) 2020-21 First Interim Budget Report
Summary
This report is the first qualified report in years. This means that SRCS is prepared to meet it’s financial obligations for this year and the next two years. 
A close look shows that at this point SRCS income is 14% of the annual expectation, while expenses are at 25% of the annual amount. This is typical for this time of the year due to the time involved for entities to release monies to districts.
Over the last four years, SRCS has made approximately $24M in expenditure reductions. An estimated five million in additional ongoing cuts is expected for the third year out. 
Enrollment projections show a loss of about one thousand students over the next three years. This will necessitate proportional reductions to programs as well as the release of an estimated forty-five staff members per year. Typically these have come from eliminating open positions and not rehiring after staff departs.

Submitting a qualified report is to be celebrated!
SRTA notices that while austerity measures of $24M have been adopted over the past four years, annual expenditures have gone up by an estimated $20M. 
The Budget Advisory Committee (BAC) has been part of the process to establish budget reduction measures, and it has been briefed to gain understanding of the utilization of funds and financial requirements. Promises have been made that steps will be taken this spring to make the budgeting process more transparent. 
SRTA supports the board in setting clear attainable and measurable goals, and then creating a budget process that is built to accomplish the stated goals.

Summary
These items provide summaries of the budget sharing the details of income sources and the dedicated funds budgeted to help the most needy students. These graphics are provided for the non-charter district as a whole, and for each charter site, in keeping with how the funds are allocated and recorded.

Because budgeting calendars and information was so skewed this year, including the delay in tax collection, the state removed the LCAP process requirements for this year. This elimination of inclusive local decision making is being balanced by requiring this new communication about school finances. 
This is the time to start the LCAPs for next year. SRTA looks forward to meeting soon to backwards plan an LCAP timeline that includes stakeholder groups evaluating programs and providing input. 
E.11. (Action) Discussion and Approval of a Letter to the City of Santa Rosa City Manager Requesting Partnership to Heal, Resolve, and Transform School Safety
Summary
Based on the committee recommendations and the board discussion, this item is to approve a letter from President Fong asking that the City of Santa Rosa and the Santa Rosa Police Department work with SRCS. Suggestions include:
● Come together for a moderated conversation with our Equity Design consultants (Acosta Educational Partnership) who have supported our development of Ethnic Studies curriculum and built our teaching capacity to strengthen the learning environments for children of color. 
● Partner with school administration to craft a new way to support safety on campuses. 
● Partner with Santa Rosa City Schools to seek grants and funding to further seek best practices where law enforcement and schools truly work together to transform school safety.

E.12. (Action) Public Hearing, Discussion and Potential Approval of Resolution No. 2020/21-26 Regarding the Fir Ridge Property, Authorizing Staff to Submit a Waiver and Issue an RFP to Sell the Property, and Authorizing Staff to file a CEQA Exemption
Summary
The board approved 7-11 Committee was not convened. Because the Fir Ridge property has no structures, it can be sold under recently loosened requirements without conveying this committee.

SRTA supports moving forward to sell this property. SRTA expects full participation in the creation of a program for the proceeds of this sale that supports staff with securing local housing.


E.13. (Action) California School Board Association Delegate Nomination 
Summary
The SRCS board will choose a delegate to be the liaison with CSBA. They are tasked with attending meetings, and reporting out at board meetings.

EdJoin shows a total of 57 current postings for 69 job vacancies for SRCS which is 3 more than last month. There are 16 certificated openings (1 more than last month), and no certificated management openings (one less than last month). There are 53 current classified openings (2 more than last month), and no classified management positions (the same as last month.) 

SRTA welcomes our new hires Jill Ambrose (PHS), Zachary Hasbany (HCMS), Angela Innes (MHS), and Todd Kapp (SRHS). We hope you have a long and rewarding career with SRCS. SRTA gives a hearty welcome back to the returning  Debra Winkelman (FACS)! Thank you for returning to SRCS to help our students!

SRTA bids farewell to the retiring Maxine Freitas (RHS) and Robin Sutterfield (HSMS). Together they accumulated 44.5 years of service to the students of SRCS. We wish you all the best in our retirement.

Twenty-eight teachers have agreed to teach during their prep this year. This is predominately to cover high school sections that we could not hire for. These generous folks have willingly taken on teaching a 120% class-load, for which they will be paid 116.67%. The outdated logic was that it would take no additional prep time to prepare, grade, record, and tend to an extra class full of students.

CSEA has one new hire. Welcome aboard!

There are four classified resignations and two classified retirements. We thank them all for their combined forty-six years of service to SRCS students and staff.

There is one supervisory new hire, one resignation, and one retirement. We thank those leaving for their combined twenty-nine years of service to SRCS students and staff.

SRTA members support and appreciate our classified staff. We know that when there are unfilled positions we all feel the pain. SRCS is having a difficult time hiring a replacement payroll technician, and it is noticeable.

SRTA would like clarification on how many staff can be served by the contract with SOS, as well as how the tutors from SSU will be allocated, and supervised. Has the contract for grant writing that is being extended been utilized?

Some high school sites are offering students a redo on first semester math classes utilizing Acellus. They are utilizing this platform as a curriculum for students to be able to complete a year long course fluidly by using the same platform for summer school. The curriculum needs to be vetted and approved.

This contract is to provide after school social & enrichment activities and academic support for students in grades 7-12. These will be provided remotely until they can be in person at no cost to the district.

F.8.  Approval of Rider to the Sonoma County Office of Education Surveillance Testing contract by the vendor Curative, INC.
Summary
This contract is for voluntary onsite Covid-19 testing of employees. Testing will be offered to 25% of onsite staff every 2 weeks, so an onsite employee will be offered testing every eight weeks. Employee insurance will be billed, so there is no cost to the district.

There was a question about refusing or charging for military recruiting on campuses. This item provides information on ESSA. If we refuse to provide the Military with student information, we would lose approximately  $5.7 million Federal dollars per ESSA.
