To ensure that the Cook attendance area can be defined for the 2021-22 school year, the plan has been divided into two phases. The first phase will address the current Cook MS attendance boundary. The second phase will address attendance boundaries for all of our elementary, middle, and high schools.

SRTA appreciates the committee expansion to include site staff representatives in each phase of the plan.

It seems reasonable to know how much this work to change boundaries is going to cost prior to beginning this process.

D.2.(Action) SRCS to Remain in Distance Learning to December 2020
SummaryBased on the advisement from the Sonoma County Department of Public Health and the Sonoma County Office of Education, Santa Rosa City school will remain in Distance Learning to the end of the first semester on December 18, 2020. With the recently revised Blueprint for a Safer Economy criteria for California every county is assigned to a tier based on its test positivity and adjusted case rate for tier assignment including metrics from the last three weeks. Based on the data, Sonoma County has been assigned Tier 1 - Widespread (purple). This includes the number of new cases per 100,000 being more than 7 and a positivity rate of more than 8%. A vaccine is not expected until next year.

D.3. (Public Hearing) Learning Continuity and Attendance Plan 
Summary
This plan is based on the Return to School Plan and MOUs ratified with the labor unions. It also includes adjustments made with implementation this fall. It includes the following sections: 
  • Stakeholder engagement

  • Mental Health and Social and Emotional Well-Being 
  • Pupil and Family Engagement and Outreach 
  • School Nutrition
  • Additional Actions to Implement the Learning Continuity Plan
  • Increased or Improved Services for Foster Youth, English Learners, and Low-Income Students
Total Learning Loss Mitigation: $11,320,565
Specific platforms and programs are detailed in action lists with their expenses. “Contributing” expenses address the needs of Foster Youth, English Learners, and Low-Income Students.
LCAP Plan
 
The plan contains some clarity requested by SRTA members. (Excerpts follow.)
  • Attendance: A pupil who does not participate in a portion of distance learning on a school day shall be documented as absent for that school day. 
  • Elementary Assessment: For the first trimester, the District has suspended the 1:1 assessments for DRA (K-2), DIBELS (3-6), and Beginning of Year Math (K-5). The District has made every effort to focus on trimesterly assessments that can be administered remotely and done independently by students (e.g., Let’s Go Learn, MAP, Lucy Calkins Writing, CPM end of trimester benchmarks, etc.). With so many unknowns due to COVID-19, the 2020-21 elementary assessment calendar is subject to change and is a flexible living document. 
  • ALPS: The ALPS TOSA will offer a series of enrichment classes for 4th -6th graders once per week by grade level, to identify projects of interest, learn about the Icons of Depth and Complexity and concept-based learning. Each session will be 8 weeks long and is limited to 20 students. 

Due to the individual nature of charter schools, they each need to have their own LCAP.
