After noticing five teachers at the French American Charter School due to not yet passing the CBEST, our board approved a waiver, just as they have in the past, which is expected to be approved without incident by the state. Staff stated there is every expectation that the teachers will have an additional year to teach as they again attempt the CBEST, just like their original agreement stated. 
Why were these teachers subjected to the chaos of the threat of losing their jobs, if there was such an easy alternative?

It is noteworthy that the raises for the SRCS cabinet are now postponed until the June 26th meeting. Please continue to communicate your perspective on this item to the board as the item is not yet resolved. SRTA could support a raise that matches what teachers and site admin achieved -- 7% over two years -- and a salary schedule in line with High School Principals (increasing 2.5% a year for the first five years). This would be an effective raise of 12% over the first two years. This must not be retroactive. Anything more would be unfair, objectionable, and likely to further strain labor-management relationships. SRTA would like the School Board’s strong commitment to equity for our students be extended to staff, too.

SRTA has filed our eleventh grievance for this year. Contract violations have been cited for the following articles:  
  • 2.1: Access to facilities,
  • 4.2.2: Grievance Procedures, Level 2,
  • 6.2.1: Hours and Days of Employment, Secondary Prep Periods, 
  • 6.3.1: Hours and Days of Employment, Elementary Prep Periods,
  • 7.1: Teaching Conditions, Instructional Materials,
  • 7.1.2d: Teaching Conditions, Furnished Staff Lounge,
  • 8.2: Safety Conditions, Reporting Procedures,
  • 9.2.4: Evaluation, Scheduling Observations,
  • 9.2.7: Evaluation, Written Notifications for Improvement (Level 2/3),
  • 9.2.9: Evaluation, Level 2/3 Evaluation Summary,
  • 11: Leave of Absence Provisions,
  • 14.6 (3): Class Size, Class Size Limits,
  • 16.3.2: Compensation, Class advancement, Units and Professional Growth,
  • 17.1.1 (3): Unit Member Discipline, Discipline without just cause, due process and utilization of the principles of progressive discipline,
  • 17.2.1: Levels of Progressive Discipline, Informal Level.

C.9. Special Presentation for 2018-2019 Retirees 
SRCS has been honored with the devotion and talents of many for whom this is their last year of service. We thank you, and wish you a lifetime of Saturdays, where you can do as you choose, when you choose!
C.10. Special Presentation for CTE Pilot Career Readiness Certificate 
SRTA understands we are planning alternate  courses for Math 3 for the year after next, but this committee has not looked at those courses or discussed any solutions that look likely to be in place by 2020-21 for this year’s freshmen when they are juniors Because students will be signing up for classes earlier next year, a plan will need to be in place by November 2019. While this is a good committee doing good work, SRTA wants there to be support systems in place for all students. We request that the school board be open minded about creating alternative pathways for students for whom A-G is not panning out, and the reality of earning a diploma is a weak prospect. We need to build systems and policies that support all students and staff.

C.11. Special Presentation To Recognize the Santa Rosa Accelerated Charter School Competing At the World Finals 
Again, there were no details in the agenda, but SRTA expects this is to honor the Odyssey of the Mind team from SRACS who is traveling to Michigan State University for the 38th annual Odyssey of the Mind 2019 World Finals May 21-26. Good Luck!

C.12. Public Comment On Non Agenda Items
SRTA members are invited to complete blue speaker cards to speak to the board for up to three minutes.  Items not on the agenda are addressed at this time. Items on the agenda are addressed during discussion of the item, using the same blue card.

Speakers are needed at the board meeting to put a face to the messages contained here.  Please commit to attending a board meeting, and speaking to an agenda item that impacts you or your students. Speakers are most impactful when they are composed and reasonable.

After rescinding all twenty-three Reduction in Force Notices due to process irregularities, eighteen SRTA members were placed on the Involuntary Transfer list. Early responses indicate these members were called Friday evening, and most were offered positions including the one they currently hold, with most accepting to stay put. This whole process has reduced faith in our system, as the chaos caused seems to have been for naught. There is every expectation that the voluntary transfer window will open Monday.
